There is no connection between rosacea and cold sores. If it is a symmetrical rash in the edges of your lips it is usually NOT a cold sore (herpes 1). Then it is angular cheilitis, perlèche which most likely for a rosacean is seborrheic dermatitis or cracked lips from isotretinoin.
You can be tested for herpes by your doctor by asking him to take a tissue sample, blood tests aren't good as 80% carry herpes virus 1 or 2 (I don't ..yet). If you have the virus do understand that active herpes 1 can infect genitals...many don't know this, they think it is another kind of herpes that infect you down there...yes there is herpes 2 too, but herpes 1 can infect your genitals as well. Herpes 2 cannot be transmitted to your lips though..
sleep well! hehe...
PS:
something slightly off-topic but related and important...
If you are a young woman aged 9-26 I would advise you to consider asking your doctor for the cancer vaccine Gardasil against Human papilloma virus HPV. My advice might save your life, so think about it.
